On June 30th 1779, Sir Henry Clinton, theCommander-in-Chief, extended Dunmoresoffer throughout the colonies. In his Philippsburg Declaration Clintonstated that everyNegrowho shall desert the Rebel Standard [is granted] full security tofollow within these Lines, anyOccupation which he shall think proper. Most historiansfigure that seventy-five to one hundredthousand blacks sided with the British; it has been estimated that30,000 came from VA, 25,000from SC and around 11,000 from GA.. Both Dunmore and Clintons declarationsfreed someblacks, but ultimately they upheld the institution of slavery.
